Snoozed tabs didn't come back
This was a real bug, fixed in version 1.2.4. The list of active snoozes was capped, so past a certain number, tabs were saved and scheduled but never reopened. Updating repairs the stored state automatically and reopens anything that was overdue. Check your version in chrome://extensions.
My note didn't appear on the page
Fixed in 1.2.5. Notes could silently fail on pages that loaded quickly. Note that notes still can't be shown on Chrome's own pages or the Web Store, since extensions aren't allowed to draw on those.
Which tabs can't be snoozed?
Chrome system pages (chrome://), other extensions' pages, and local files. Chrome blocks extensions from managing those.

On your machine, in your browser's local storage. There's no account and nothing is uploaded. See the privacy policy.
